On that kind of ground we use a durable, lower-permeability mix with proper cover to the steel and pay close attention to falls and drainage around the slab. How long before I can use a new slab or driveway?

As a general rule you can walk on new concrete after a day or two, but you should keep vehicles off a new driveway for around a week, and full strength develops over about a month.
